German regulator opens up access to Telekom’s fibre network last mile

The German Federal Networking Agency, Bundesnetzagentur, has published a draft decision to halt pre-regulation of access to the last kilometer of Deutsche Telekom’s fiber optic network, paving the way for light-touch regulation of new gigabit networks. Non-discriminatory access to Telekom’s fiber optic network is ensured by an obligation for equal treatment in accordance with the principle of Equivalence of Input. The core of the new approach is that other companies can access the fiber network on the same conditions as Telekom has available.
